MINUTES OF THE MEETING
OF THE BOARD OF DIRECTORS OF THE
LOS TRANCOS COUNTY WATER DISTRICT
MINUTES WILL BE APPROVED AT THE 7/27/06 MEETING
June 1, 2006
The meeting was called to order at 7:30PM, at the home of Perry Blackmon 25 Joaquin Road, Portola Valley, California.
ROLL CALL:
President Smernoff, Directors Krenz, Miller, Gage and Blackmon. Also present was Toni Markley, District Secretary-Auditor.
MINUTES:
The May Minutes were reviewed and approved following a motion by Director Gage.
SUMMARY OF LAFCo MSR:
The final determinations of the LAFCo MSR will be posted on the internet when received from Martha Poyatos. In general, the Commission was pleased with the progress made by the District on the outstanding issues from the March 15th hearing.
- The legality of the cost offset program was upheld.
- Water conservation will be tied to cost offset.
- Good to engage community in deciding uses of District revenues and
- Resources.
- District should consider dissolution.
- Meetings should be held in a public facility
- Set sunset date for water cost offsets.
On July 19, 2006, LAFCo will consider the Sphere of Influence review of the District. Currently the District’s Sphere of Influence is zero. President Smernoff will contact Martha Poyatos requesting a postponement of the Review until September.
AUDITOR’S REPORTS:
The Auditor’s Report was reviewed. Director Gage will check with the County regarding any future tax revenues that may be forthcoming. The report was accepted following a motion by Director Krenz.
President Smernoff made a motion to make payment in full to Webb Ranch for the outstanding invoices for past maintenance work. The motion was seconded and passed.
BUDGET FISCAL YEAR 2006-2007:
After a general discussion, the Board adopted the 2006-2007 Budget following a motion by President Smernoff.
The Budget is based on:
- Revenue $ 160,000
- Operating expenses $ 21,000
- Cost Offsets $ 76,000
- Water Conservation $ 21,000
- Emergency Preparedness $ 21,000
- Land Management $ 21,000
Goal to maintain about 33% of annual budget as a Reserve.
Program Subcommittees were established:
- Water Conservation—Director Gage
- Emergency Preparedness—Directors Miller and Blackmon
- Land Management—President Smernoff and Director Miller
Public meetings of these committees will be noticed.
Lake Road right of way issue:
Director Krenz stated that the gate across the road is an encroachment on public property. In conversations with the County, it was determined that the property could be subdivided—half to the District and half to the property owner. President Smernoff will meet with the property owner, Pehr Harberry, regarding this issue.
Director Blackmon will write a letter to the property owner at 125 Lake Road regarding the removal of tree limbs on the District’s property on Lake Road.
CORRESPONDENCE:
A memo from District Legal Counsel regarding AB1234, reimbursement to Directors for attending meetings. Director Krenz made a motion stating that it is the policy of the Board not to reimburse members for meeting attendance. The motion was seconded and passed.
The next meeting will be July 27, 2006 at 7:30 PM.
The Meeting was adjourned at 10:15 PM.
