Curt Parkin Notes on January 12, 2006 LTCWD Board Meeting

I attended the Water Board meeting January 12 and took notes. Although the meeting was lengthy, much of the meeting was a sort of orientation session for the new Board members David Smernoff, Perry Blackmon and Frazier Miller. The Board legal counsel, Sandy Sloan, was  present to answer procedural questions and to discuss interactions (with LAFCo and San Mateo County officials) that likely will be necessary to change the mission of the Water Board. The majority of the new Board members have indicated that they'd like to define a new mission associated with future use of Water Board lands along Lake Road, such as creation of
park/recreational area(s) on the lands.

One contentious issue was election of a new Board president. Two candidates were nominated for president: David Smernoff and Charlie Krenz. Long-time president Stan Gage was not renominated. Stan declared his firm opposition to Charlie Krenz, and Smernoff was elected president. As the new Board wants to proceed quickly on accomplishing its objectives regarding future use of Water Board lands, the Board voted to meet monthly (first Thursday of each month) rather than every other month (even-numbered months) as before. The next meeting was scheduled to occur in three weeks, on Thursday, February 2. The location was also changed from Stan's home to Perry Blackmon's home at 25 Joaquin.

One event was stated as a near-term objective--to plan a community "broom pull" to clear some of the broom plants on Water Board land near the intersection of Lake Road and Los Trancos Circle. New president Smernoff said that he would lead the planning effort on that activity.
